The City is committed to improving mobility, safety, and efficiency for all road users through our Intersection Improvement Program. This program focuses on addressing capacity requirements, enhancing safety, and reducing congestion in existing areas of the City.

How Are Intersections Selected for Improvement?

Each intersection is reviewed on a case-by-case basis using operational analysis and safety warrants to determine the type and timing of improvements needed. Examples of warrants and analysis used to assess the need for intersection improvements include:

• Pedestrian crossing control warrants

• Traffic signal warrants

• Level of service (LOS) analysis

• Volume to capacity ratio analysis

• Collision data analysis

What Types of Improvements Are Included?

Improvements are tailored to the unique needs of each intersection, based on operational analysis and recognized safety standards. Key upgrades may include:

  • New pedestrian infrastructure: Installation of pedestrian signals such as Rapid Rectangular Flashing Beacons (RRFB).
  • Traffic signal upgrades: Enhanced or new traffic signals to optimize traffic flow.
  • Geometric changes: Adjustments to roadway layouts to improve traffic flow and safety.
  • Roundabouts: Safer and more efficient intersection control to reduce delays and collisions.
  • Traffic calming measures: To slow speeds and enhance safety, such as Lane restrictions and bulb-outs at intersections.

Current Intersection Projects

The following intersections have been identified for upgrades as part of the program:

1. Scenic Drive N at 40 Avenue N

  • 4-way stop control including 2 lighted stop signs and 1 advanced warning sign
  • Accessibility improvements all around the intersection
  • Pedestrian crossings and curb extensions crossing

2. Stafford Drive N at 3rd Avenue N

  • Full traffic signals
  • Accessibility improvements all around the intersection
  • Curb extensions on both sides of roadway

3. Mildred Dobbs BLVD Mid-Block Pathway Crossing

  • Side mounted RRFB pedestrian crossing and curb extensions on both sides of roadway

4. Uplands BLVD Mid-Block Pathway Crossing

  • Side mounted RRFB pedestrian crossing and curb extensions on both sides of roadway

5. Jerry Potts BLVD Mid-Block Pathway Crossing

  • Side mounted RRFB pedestrian crossing and curb extensions on both sides of roadway

6. Red Crow BLVD Mid-Block Pathway Crossing

  • Side mounted RRFB pedestrian crossings and curb extensions on both sides of roadway

7. 2A Avenue N at 12 C Street N

  • Overhead RRFB pedestrian crossing
  • Accessibility improvements all around the intersection

8. 18 Avenue N at 18 Street N

  • Side mounted RRFB pedestrian crossings and curb extensions on all 3 sides of the intersection

9. College Drive at 28th Ave S

  • Roundabout and overall safety improvements
