The City of Lethbridge’s Offsite Levy Bylaw is set for review and we’d like your input!
The current Offsite Levy Bylaw includes rates that apply to the end of 2022. This means that new rates need to be set for 2023 and beyond. Setting new rates requires a review and update of the current Offsite Levy Bylaw, and per the Municipal Government Act, the City must consult stakeholders.
The City is consulting with stakeholders in multiple ways:
A series of meetings with land developers
Online surveys using the City’s Get Involved Lethbridge platform.

What is an Offsite Levy?
The Offsite Levy is a mechanism that the City uses to fund infrastructure (water, sewers and roads) required for new neighbourhoods. It helps land developers cooperate on major projects and divide costs up between them. The cost of the Offsite Levy is passed to lot buyers as part of the lot price so that all property owners share the cost of water, sewer and road infrastructure they use.
The current Offsite Levy rate is $281,000/ha and that works out to approximately $23,500 for a single residential lot. The City has used these funds to build major infrastructure projects like Metis Trail, Garry Water Reservoir, Bridge Drive Sanitary Sewer and Whoop-up Drive Twinning. Projects that will be built using the Offsite Levy are identified in the Capital Improvement Program.
