From 2023-2026, the City will conduct a complete review and rewrite of the Land Use Bylaw.

The Land Use Bylaw sets out the rules for what kind of building or activity can take place on private property and outlines the process for issuing Development Permits that give approval for new buildings and activities. You would typically interact with the Land Use Bylaw if you are planning to build on your property or move your business. To learn more about the Land Use Bylaw visit this page. Using the Municipal Development Plan as a guide, this project will ensure the rules and opportunities to develop and use property are written to create a safe, healthy, vibrant and economically prosperous community. During this project there will be many opportunities for the public and stakeholders to participate and shape the future of the Land Use Bylaw.

  • Phase 1 of the project, which looked at social uses, ran from August 2023 - February 2024.
  • Phase 2, which looks at all other topics relevant to the Land Use Bylaw (e.g., housing, downtown, commercial, industrial) will begin public engagement in January 2025. Stay tuned for more details.
  • Phase 3, beginning in fall 2025, will involve the project team taking everything heard from the public and Council and drafting a new Land Use Bylaw.
  • Phase 4 will see the draft new Land Use Bylaw shared with the public for feedback and revisions, before submitting to City Council for a final decision through a public hearing process. Completion of Phase 4 is anticipated in late 2026.

    Phase 1 of this project focuses on addressing Land Use Bylaw regulations related to various social uses. Throughout October and early November 2023, the City delivered a series of engagement sessions for citizens and stakeholders to provide their input on potential issues and opportunities associated with social uses. To address citizen and stakeholder input, City staff have developed draft regulations for each of the social uses. 

    The data we receive through this survey will shape possible Land Use Bylaw amendments. This Survey closes November 24, 2023.

    Lethbridge’s existing Land Use Bylaw has served our community since 1986. During this time, several amendments have been undertaken to this Bylaw to address market demands and resident aspirations. However, since its creation almost 40 years ago it has not undergone a comprehensive renewal. In July 2023, the City of Lethbridge initiated a project to comprehensively renew its Land Use Bylaw to address current issues faced by the community. This is a three year project with an anticipated completion in 2026. Phase 1 of this project focuses on addressing Land Use Bylaw regulations related to various social uses.

    This survey focuses on two topics:

    • Housing with social support

    • Social services

    Your answers to the following questions will help us understand who we are hearing from, including personal experiences with housing and social services. 

    The data we receive will shape future engagement and possible Land Use Bylaw amendments. This Survey closes October 3, 2023.

    The Land Use Bylaw (LUB) Renewal project is the first time in almost 40 years the City has taken a completely fresh and holistic look at the role and function of the LUB. The project will implement several directions for staff,  stablished by City Council in the 2021 Municipal Development Plan, as well as more recent Council direction for addressing social uses.

    We are sharing this form with you to help the project team identify how to best conduct engagement on social uses in the LUB. Engagement opportunities related to social uses will begin in late August and throughout September 2023.
